I also think that it is probably meant to be worn with some sort of legging or pant. This woman was in front of us at the grocery store last night and I couldn't believe she was wearing this. Her entire bra is showing in the back. Her dress (t-shirt?) was also white. I'm also pretty sure she was not wearing any underwear, because if she was I would have been able to see it through the all the tightness and all the whiteness, which is all a bit risky considering how short it was.
Also, green bean lady is in the background. She was the checker-outer last night.
